Learn about the Pohnpei State Legislature — the unicameral lawmaking body of Pohnpei State, FSM, representing the six municipalities and outer island communities through 22 elected members.

The Pohnpei State Legislature is the lawmaking body of Pohnpei State, one of the four states that make up the Federated States of Micronesia (FSM). Established under the Pohnpei State Constitution, the Legislature represents the people of Pohnpei’s six municipalities — Kitti, Kolonia, Madolenihmw, Nett, Sokehs, and U — together with the outer island communities of Pingelap, Mwoakilloa, Sapwuahfik, Kapingamarangi, Nukuoro, and Ant Atoll. Today the institution sits as the 11th Pohnpei Legislature, continuing a tradition of self-government that long predates statehood and that reaches back to Pohnpei’s deep cultural heritage.

Our Mission

The Legislature exists to enact sound laws, set the State budget, and represent the diverse voices of Pohnpei’s communities. Through open sessions, committee hearings, and direct engagement with constituents, members work to address the issues that matter most to Pohnpei — from education, health, and public safety to land, fisheries, climate resilience, and the protection of traditional ways of life.

Structure and Composition

The Pohnpei State Legislature is a unicameral body of 22 elected members serving four-year terms. Members elect a Speaker from among themselves to preside over sessions and guide the legislative process, and they organize their work through standing committees that examine bills, conduct hearings, and oversee government operations within their respective subject areas. The Legislature is supported by the Chief Clerk’s Office, which manages records and procedures, and the Legal Counsel Office, which provides drafting and constitutional advice.

Role within the Federated States of Micronesia

As one of the four FSM states, Pohnpei exercises full authority over matters reserved to the State by the FSM Constitution, including land, taxation within its jurisdiction, local government, education, and culture. The Pohnpei State Legislature operates independently on these matters while coordinating with the FSM National Government — also seated in Kolonia — on areas of shared concern. Pohnpei is separately represented in the FSM Congress, but the day-to-day laws that shape life on the island are made here, by the State Legislature.

Pohnpei has a long and distinctive history of leadership and governance, rooted in the traditional Nahnmwarki system and the cultural practices of its five paramount chiefdoms and outer island communities. The Legislature works to honour that heritage while delivering modern, transparent, democratic governance — ensuring that the laws of the State reflect both the realities of contemporary life and the enduring values of the Pohnpeian people.
